Steps for Establishing a Consortium 2012-2017
Procedure for Joining the Community Data Program
1. LEAD: A new consortium identifies lead, a co-lead/alternate, and members. Click here to see definitions.
2. APPROVAL: The creation of a new consortium and the members are approved by CCSD on the basis of the following documents (send to information@communitydata.ca):
- The full coordinates of the legal signing authority for each organization.
- A document describing the mission, vision, goals, etc. of each organization that will be a consortium member (see the English and the French examples).
3. MEMORANDUM OF AGREEMENT: A blank MOA is available here from the Community Data Program Team. Leads should review the documents (including having legal departments review them if necessary). MOAs include the following Sections & Schedules:
- Introductory Section: Full legal name of CCSD signatory and their official address; Full coordinates of the lead organization and their legal signatory along with their coordinates; Main Contacts information; The payment schedule (new consortia joining midway through an agreement period pay an adjusted fee); Signatures by CCSD President and the lead.
- Schedule A: List of Community Data Consortium Members.
- Schedule B: List of data products and data delivery schedule.
- Schedule C: Data products sharing license. Each member must sign schedule C, including leads and co-leads. The full coordinates of the organization need to be included.
- Schedule D: Consortium End User License Agreement, to be provided to each member organization by the lead.
- Schedule E: Acknowledgement between CCSD and the Member Organizations. Each Member Organization must sign a copy of this document and submit it to CCSD.
4. COMPLETE MOA: Leads complete the MOA with assistance from the Community Data Program Team.
5. SIGNATURE: Add (digital) signatures to MOA and distribute signed copies to CDP, CCSD, and data providers.
6. INVOICE: CCSD sends invoice for the Consortium Fee to Lead.
7. WEBPAGE: A new consortium page is created here.
8. MEMBERS REGISTRATION: Individual member organisations sign up and pay administration fee online.
9. USER REGISTRATION: Member providers the Community Data Program Team with a list of users who will be assigned user names and passwords.
